A cove, called Tanoura, by the town of Kaminoseki in Yamaguchi Pref., Japan, where the Chugoku El. Pwr. is planning to build a nuclear plant. The movie shows vehicles and boats of the electric company coming and going for research, as well as a direct view of the Iwaishima island, a center of the protesters, over the channel. In this marine area, where finless porpoises and endangered Japanese murrelets live, the nuclear plant is about to be contructed to supply electricity to remote districts.
